Antonia Swinson Chief Executive Scottish Social Enterprise Coalition 2010/11 Scottish Budget submission This is the Coalitions submission to the Economy, Energy and Tourism Committee on the draft budget 2010-11. Introduction Social enterprises are businesses that trade to deliver social and environmental purposes. Social enterprises make a profit just like any sustainable private sector business. However, instead of being driven by the need to maximize profit for shareholders or owners, social enterprises exist to address market failure with any profits or surpluses reinvested into social and environmental purposes; for example providing employment opportunities to the long term unemployed. Without making a profit, social enterprises cannot meet their social and environmental objectives - they must trade to be sustainable. Profit " Shareholders Social benefit " Trading " The Scottish Social Enterprise Coalition is the national collective voice for social enterprise in Scotland and we champion enterprising activity across the third sector. We are a membership-led organisation, representing the needs and views of a wide range of social enterprises, emerging social enterprises, their networks and trade bodies. Latest estimates are that there are approximately 3000 social enterprises in Scotland providing a combined turnover of around 2bn including co-ops, housing associations, development trusts, social firms and credit unions. Key sectors include culture, food, housing, recycling, retail and tourism. Summary of key points There is a lack of information on how the budget reduction for the third sector will impact on the social enterprise movement. Information obtained, however, suggests cuts to both the Third Sector Enterprise Fund and the Scottish Investment Fund. We recommend these cuts are reversed. Government funding streams for the third sector have proved to be very popular and are likely to close before March 2011. Current demand is outstripping capital supply. We welcome the 1.7m Resilience Fund for the Third Sector as a means to support social enterprises facing undue hardship throughout the recession. The reduction of 2m from the Housing and Regeneration budget for wider role activities (16+%) sharply reduces an already modest budget, sending a worrying message to Scotlands Housing Associations, some of whom are already re-considering their role in tackling inequalities. The Enterprising Third Sector Action Plan details how the Government will support the development of an enterprising third sector. The Coalition is concerned that cuts to the Third Sector Development Budget curtails development at a crucial time. The 2010-11 Budget The Coalition welcomes the support the Scottish Government has given to the social enterprise movement. The 1m Entrepreneurs Fund, 12m Third Sector Enterprise Fund, 30m Scottish Investment Fund and the Enterprising Third Sector Action Plan have helped support the growth of the movement in Scotland. With respect to the third sector, the 2010/11 draft budget details: Funding for the Scottish Investment Fund in 2010/11 is up to 14.8m from 10m last year, although it is 1.2m less than projected in last years budget. Third Sector Development Fund for 2010/11 is cut in real terms from 22.2m to 20.8m - 1.4m less than was projected last year. This budget line includes funding for the Third Sector Enterprise Fund and the Social Entrepreneurs Fund. Overall Third Sector spend is up from 32.6m to 35.6m in 2010/11. The Third Sector Enterprise Fund and the Social Entrepreneurs Fund sit within the Investing budget. Without further detailed budget lines, it is difficult for the Coalition and in turn the committee to critique the impact the reduced spend in the Investing budget line (above) will have on the social enterprise movement. In particular, what is the impact on the Third Sector Enterprise Fund. Funding Streams The 1m Enterprise Fund, 12m Enterprise Fund and the 30m Scottish Investment Fund introduced by the Scottish Government have all come on stream in the last year. Social Entrepreneurs Fund The 1 million Social Entrepreneurs Fund, launched in November 2008, is aimed at individuals who want to set up and run a business with a social or environmental purpose. The Fund provides specific financial and business support to launch new enterprises. It opened for applications on 2 March 2009. FirstPort, which manages the 1m Social Entrepreneurs Fund on behalf of the Scottish Government, reports that it has had an increase in applications in recent months and expects the Fund to be fully allocated before March 2011. FirstPort has a 2 year contract with the Scottish Government. The Coalition is pleased that these Funds are secure for the next budget. Third Sector Enterprise Fund The 12 million Third Sector Enterprise Fund assists established third sector organisations to become more sustainable and increase their capacity and capability. From this Fund, the Government has ring fenced 1.7m for the Third Sector Resilience Fund to provide immediate help to third sector organisations to mitigate the twin recessionary impacts on some organisations of increased demand for their services and cash flow difficulties. Applications for the 12m Third Sector Enterprise Fund are closing mid November 2009 after being oversubscribed since opening in late 2008. The Third Sector Development Budget line has been cut by 1.4m for 2010/11 compared to the previous years budget projection. This will undoubtedly affect the Funds long term impact. Scottish Investment Fund The 30m Scottish Investment Fund helps established Third Sector organisations secure a transformational step change in their capacity, capability and financial sustainability by providing a 50:50 split between loans and grant finance to organisations (loans which are now being repaid). Social Investment Scotland, which manages the 30m Scottish Investment Fund on behalf of the Scottish Government, reports high demand for this fund with bids totalling 40m, either drawn, committed or in appraisal stage. The success of the Scottish Investment Fund reflects its good product design. The carrot of strategic investment attracts the attention of social enterprise organisations, but each investment made must carry a minimum of 50% of debt. The aim is to provide a single investment that can help transform the sustainability of each investee organisation so that loan finance might become the norm in the future. As a result of these two pools of capital, Social Investment Scotland is now the UKs largest Community Development Finance Institution lender to social enterprises. By March 2011, Social Investment Scotland expects to have 35m in current live investments into social enterprise; 25m of this in the form of repayable loans. This fund for 2010/11 is 1.2m less than what was projected in the previous years budget, though the Coalition recognises that the loan repayments represent a mitigating factor in this reduction. Key Recommendations The demand for all these Funds shows a high level of business confidence among Scotlands social enterprises, despite the downturn. This is in keeping with a soon to be published survey on Scotlands social enterprises, commissioned by the Coalition as part of a wider UK study. We believe that all parties should encourage the provision of additional low level loan finance for enterprising third sector organisations to assist sustainability while maximising effective use of public money. In conclusion: all these funding streams, however small in comparison to other Government spending commitments, nevertheless represent a high value investment in social enterprise and enterprising third sector organisations to deliver social cohesion, jobs, training, community regeneration and sustained economic growth. While we welcome the Entrepreneurs Fund being continued at 1m over two years, we stress the importance to all Parliamentarians that the Third Sector Enterprise Fund and Scottish Investment Fund are maintained at previously agreed levels and that the proposed cuts of 2.6m are reversed. Without supporting social enterprises throughout their development there is the concern that much of initial momentum the Entrepreneurs Fund created will be lost, and the cross party support for a truly enterprising Third Sector will not be realised. Wider Role Funding 2m is proposed to be cut from next years Wider Role budget. The Coalitions understanding is that no review or evaluation of Wider Role will be carried out this year. The lack of an evaluation process means much Wider Role activity by Housing Associations will go unmeasured and unrecorded. Given Wider Role funded projects attract match funding from other sources, it can be broadly assumed that the 2m reduction will next year result in losses in excess of 4m to some of Scotlands most deprived communities. The Coalition recommends that the cuts made to the Wider Role budget are reversed. Enterprising Third Sector Action Plan In 2008, the Scottish Government set out this three-year action plan, as a step-change in the capability and capacity of the sector. By 2011, the Government expects this investment to provide long term future benefits.The Coalition is steadfast in its recommendation that the Action Plan is not compromised, delayed or watered down as a consequence of the recession and cuts made to the Third Sector development budget. The Third Sector has a solid track record in promoting sustainable economic growth, as well as contributing to wider social and environmental goals. However, the extent of this contribution is reliant on the support and finance outlined in the Action Plan being sustained. The Governments actions must therefore maintain its focus on nurturing a truly enterprising third sector.
